# HDB Water Pipe Leak: Who Fixes It? Owner, Town Council or PUB | Plumbline

# Who Fixes Which Water Pipe in an HDB Flat?

 Short answer: Three parties share it. Homeowners maintain the pipes and fittings of their own flat. Town Councils maintain the water storage tanks and pipes on common property. PUB maintains the water mains and connecting pipes up to the water meter. So a leak inside your flat is yours; a leak in the corridor riser is the Town Council's.

## The three parties

In a November 2024 written reply to Parliament, the environment ministry set it out ([MSE](https://www.mse.gov.sg/latest-news/written-reply-maintenance-checks-water-pipes/)): 

 Who What they maintain 
 Homeowner The pipes and fittings of their own unit 
 Town Council Water storage tanks and water pipes on common property (tanks are cleaned and disinfected yearly by a licensed plumber) 
 PUB The potable water network, monitored with sensors and checked yearly for leaks 

PUB’s own handbook puts the boundary at the meter: PUB maintains the mains and connecting pipes up to the water meter, and installations downstream of the meter are the consumer’s ([PUB handbook](https://www.pub.gov.sg/-/media/PUB/PDF/Handbook_on_Application_for_Water_Supply_2022.pdf)). 

## Where to report what

- Leak inside your flat (under the sink, behind the toilet, a water heater): yours. Book a plumber; pipe work needs a PUB Licensed Plumber.

- Leak in the corridor, riser or void deck: report it to your Town Council.

- No water or low pressure for the whole floor or block: Town Council first.

- A burst main on the road: PUB.

## Check whether it is your side

Turn off every tap, read the water meter, wait 30 minutes without using water and read it again. If the meter moved, the leak is downstream of the meter: on your side.
